Federal Energy Regulatory Commission (FERC) Energy Industry Analyst in Washington, District Of Columbia
The position is located in the Office of Energy Policy and Innovation (OEPI), in the Division of Policy Development or the Division of Economic and Technical Analysis. OEPI provides strategic vision and leadership in the development of energy policy associated with electric and natural gas markets subject to the Commission's jurisdiction.

Major duties of the position include:
- Conducts or directs the comprehensive analyses of complex and controversial regulatory issues associated with filings and/or other regulatory documents to ensure consistency with pertinent regulatory principles and Commission policies in the areas of wholesale market design, smart grid, demand response, energy efficiency, operational efficiency, gas-electric coordination, and transmission planning, cost allocation, and pricing.
- Provides sound policy analysis on difficult issues, including demand response, distributed resources, and energy efficiency; renewable energy and variable resources; emerging and advanced technologies that effect electric power production, transmission and consumption; rate design, cost allocation and incentive ratemaking; design and operation of wholesale and retail electricity and natural gas markets; transmission planning; gas-electric coordination and other subjects, as assigned.
- Prepares Commission documents, such as reports, memoranda, notices, and proposed orders that contain an appropriate discussion and recommendations on economic and regulatory policy issues.
- Identifies, gathers and analyzes the best data available for policy analysis.
- Keeps informed of important developments and literature relating to the industries reglated by the Commission.
- Establishes a good working relationship with representatives of electric utilities and natural gas pipeline companies to obtain information. Participates as a technical staff representative at settlement or technical conferences or industry meetings to resolve complex issues.
- Suggests policy recommendations to the Group Manager or appropriate team.
- Identifies policy options consistent with the policy objectives of the Commission (e.g., promoting open transmission access and efficient markets).

Candidates must have one full year of specialized experience at or equivalent to the GS-13 level. Specialized experience is defined as: experience working with policy issues associated with complex regulatory, market or operational issues affecting the wholesale electric power industry, such as identifying emerging issues, analyzing and interpreting tariff provisions, or recommending or addressing proposed policy, regulatory, market or operational changes.

- Ability to guide multi-disciplinary teams in the investigation of highly complex energy market issues to ensure that final products are completed on time and reflect high quality analysis of all significant issues.
