Director- Finance & Administration - Government Contracts-M3
Responsible for leading a team of professionals that provide financial, accounting and government grant/contract pricing, administration and compliance services to NRECA's International Programs Department (IPD) and Business and Technology Strategy Department (BTS), which includes MultiSpeak® and Wood Quality Control entities. Advise senior staff on proposal pricing, contract risk, compliance, strategic business and development plans and initiatives, personnel issues and administration. Serves as NRECA's government grants and contracts technical expert.
Purpose and Mission
Leadership - Leads the IPD/BTS Finance work unit. Sets clear expectations, goals and objectives; provides timely feedback; coaches and manages the professional development of the team. Consistently strives to create high-performing work unit by thinking strategically, setting direction, inspiring innovation, creating a healthy workplace and developing bench strength.
Accounting/Tax Budget - Directs and manages various accounting and budget functions for IPD and BTS such as timely financial statements, billings of grants and contracts including accounts receivables and ensuring delinquent accounts are monitored and payment is pursued, the annual budget process is managed and identifies priorities and staffing needs, manages the preparation of the Form 990 and other tax filings, oversees the registration of an IPD branch or subsidiary in foreign countries and coordinates NRECA's annual Single Audit and assists with the NRECA Consolidated Audit.
Contract and Grant Proposals - Manages the cost proposal process including developing pricing models and proposal pricing strategies, analyzes proposal and contract risk.
Contract and Grant Administration and Compliance - Manages grant and contract administration by directing contract and grant review process, oversees contract and grant, procurement and financial reporting compliance.
Indirect Costs Rates - Develops indirect cost methodologies for IPD, BTS and NRECA that maximizes the amount of indirect costs NRECA can recover in compliance with applicable government regulations. Manages the preparation of NRECA's incurred cost submission to USAID and oversees the negotiation of indirect rates.
Policies, Procedures and Processes - Serves as the business advisor to senior leadership regarding program implementation, project procurement, logistics, budget, personnel and compliance issues. As a member of IPD's senior management team provides advice and decision making business development initiatives, personnel and administration policies and procedures.
Federal Government Accounting and Administrative Systems - Serves as the business owner or sponsor of upgrades and enhancements to the Oracle Project Accounting system.
Oracle ERP System - Serves as Oracle Projects Administrator and manages the Labor and Burdening process for NRECA.
Requirements and Qualifications
Direct Reports to this Position:
Five direct reports plus 2 indirect reports.
Formal Education Required:
BS in Accounting or Finance with CPA or Government Grant/Contract Certificate
• Fifteen years of experience in accounting and/or audit with at least ten years of experience in government grant and contract administration and compliance monitoring.
• Strong leadership abilities to effectively influence and motivate a team. Ability to develop and maintain effective relationships with a broad group of stakeholders. At least five years of management experience.
• Knowledge of 2 CFR 200, OMB Circulars, FAR, CAS and GAAP and willingness to obtain additional training and certifications
• Preference will be given to candidates who have USAID and/or DOE government grant and contract experience including experience opening and closing foreign offices.
• Experience with using financial systems and preparing financial statements - Oracle experience preferred.
• Innovative thinker with proven track record and high degree of problem solving and decision-making ability
• Experience working with senior management - Board, Executive Staff, etc.
• Knowledge of internal controls and ability to evaluate the efficiency and effectiveness of processes and recommend cost effective improvements.
• Strong negotiation, communication, analytical skills necessary.
• Proficient in Microsoft Office Suite
• The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
• Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
